Governance model

Publicus treats the trust substrate as auditable public infrastructure. The goal is not loose community editing; it is transparent stewardship with explicit promotion rules, primary-source discipline, and a path from maintainer-led operation to broader reviewer-council oversight.

What changes the trust graph

Registry truth is curatedComponent status, constraints, advisories, and provenance expectations come from the signed registry corpus, not from live model output.
Read-only API, writable review flowThe public API and trust surface project current truth. Changes land through review, not through the public site or Ask Publicus.
Primary-source disciplineTime-sensitive claims must resolve to primary evidence. Secondary reporting can corroborate, but cannot become the sole basis for a trust decision.

How contributions move

Branch to merge requestOne topic per branch, reviewed in public, with no silent direct edits to shared truth.
Maintainer stewardship nowToday the project is stewarded by maintainers who own promotion of evidence, docs, and registry changes into canonical truth.
Reviewer council laterThe longer-term model is a reviewer council with conflict-of-interest boundaries and broader institutional legitimacy, not one company operating as an opaque gatekeeper.

What Publicus will not do

No black-box approvalAsk Publicus can summarize and explain, but it does not rewrite component status or become the source of truth.
No hidden detections in the public layerThe open substrate publishes evidence, mappings, and rationale. It does not claim private departmental heuristics or closed detections as public facts.
No duplicate canonCanonical project state routes through the docs map, current-state log, decision log, and machine-readable lineage, not through parallel markdown islands.
